PROCUREMENT QUALITY COORDINATOR (PQC)

JOB FUNCTION:
The Procurement Quality Coordinator
provides advice to the Project Managers on procurement related quality issues, implements quality tools, Procurement Surveillance Program, Project Quality Plan and recruitment of Quality inspection personnel. Additionally, the PQC manages and oversees all the quality related activities of the EPC contractors assigned to including but not limited to the followings:-
• Reviewing and approving Contractor's Quality staff assigned to the Sub-Project(s) / Project
• Reviewing and approving Contractor's Project Quality Plan and the Individual Quality Plans of subcontractors, vendors, and sub-vendors (i.e., Suppliers) as required
• Reviewing and commenting on Contractor's Control Procedure necessary for the implementation of Contractor's Project Quality Plan
• Reviewing and commenting on Contractor's schedule(s) for internal and external technical and quality audits, and the plans for each audit
• Ensuring PT reviews and, as required, approves quality deliverables of Contractor and suppliers (e.g., plans, Criticality Ratings, inspection and test plans)
• Ensuring procurement documents, including contracts include adequate technical and quality requirements
• Ensuring appropriate Project and Functional personnel review deviations to equipment and material for acceptability
• Coordinating the quality management activities of Sub-Projects(s) / Project and maintaining interfaces with Project, Sub-Project, and Site management to ensure a consistent, effective approach across the Project
• Ensuring / conducting scheduled audits of Contractor, Suppliers, and PT to determine the effectiveness of the respective Project Quality Plans / Individual Quality Plans, and stewarding audit findings to resolution and closure in a timely manner
• Maintaining a project quality issues and action items register; and monitoring quality performance and coordinating and reporting Project quality metrics to Project Quality Manager, Regional Advisor, PT, PLT, and affected Functions
• Take lead role in maintaining ongoing communication with Contractors' Quality Managers & Coordinators.

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCE
• Bachelor degree in Engineering or Science preferred.
• Minimum 15 years of experience associated with Quality Management in Quality Assurance and Quality Control, coordination of quality activities within Engineering, Construction, Commissioning and Start-up projects of various facilities in the Oil and Gas Industry
• Minimum 5 years experience as a Procurement Quality Coordinator/Lead or equivalent experience in management of project quality systems and vendor inspection.
• Having vast experience in managing and coordinating vendor/procurement inspection activities and also dealing with various inspection service providers worldwide.
• Worldwide experience with contractors and vendors, in particular those involved in the construction of offshore and onshore production facilities. Deepwater project experience is preferred.
• Technically sound in inspection requirements for various disciplines of subsea production system and also umbilical system. Having previous hands-on experience in inspection of subsea fabrication & manufacturing activities is desired. Having valid QA/QC inspection certifications is an added advantage.
• Good presentation, communication and written skills in English language is expected.
• Previous experience with auditing quality management systems. Lead auditor qualification preferred.
• Strong management skills, extensive QA experience in responsible roles on major oil & gas engineering & construction projects.
• Knowledgeable in facilitating efforts to resolve interfaces issues and coordinate multiparty (project and stakeholder) QA objectives.
• Quality management and project management experience.
• Experience with project completions and document for operations turnover.
• High level of knowledge on process driven quality systems, skills and experience
• High level of knowledge in auditing procedure and requirements
• Knowledge of Company Management Systems (including OIMS and EMCAPS)
